KGPE-D16 - Only one (or zero) out of two PCIe 10 Gigabit ethernet devices functional

Description

Hello,

For the KGPE-D16, only one or zero out of two StartTech ST20000SPEXI PCIe cards are functional under coreboot, depending on which slots are used. However both devices are listed by lspci.

Both appear functional under the proprietary BIOS: all ethernet links were listed by "ip link".

Revision of coreboot used: e39a8a9c092ed66686632d591ec84ed7a6165a50
Coreboot config attached (microcode and in-tree VGA were used).
Kernel version used: 4.2.0-42 (Trisquel 7.0)
Boot, dmesg, lspci, dmidecode and cbmem logs are attached.

In test 1 slots 3 and 4 were used and neither card was functional.
In test 2 slots 1 and 2 were used and one card was functional.
