As redmine.org/boards/2/topics/5904?r=5906#message-5906 corroborates, users are unable to even close their own tickets, which is a problem at ticket.coreboot.org/issues/532#note-3.

Although forum.netgate.com/post/757917 provides a reference for a process that might resolve this, when committing code, not all issues need be resolved in that manner, so without an administrator present, these tickets shall languish otherwise.
