I can confirm this issue. The issue appears to my experience when you insert two equal DIMM's.
My experience is based on a Z77 chipset board (4 DIMM-slots) with a ivybridge CPU. When i insert two equal 8GiB DIMM's, i have the here reported issue. When i add for example one or two additional 4GiB DIMMs, the issue is gone.

So as a workaround, you can add some random DIMM additional to the two DIMM's you have already inserted if you have 4 DIMM-slots on your board.
In my case when i have the here reported issue and add two additional 4GiB DIMM's, i get full 24GiB usable RAM instead of the here reported issue.

The issue exist already since months. It does not seem to be a recent regression.

Are you sure the 2nd DIMM is working? Since one of the two DIMMs works and the other doesn't, it seems suspicious.

You might also want to try clearing the MRC Cache area. Your first boot log said that it was trying stored timings, and those might not work with the 2nd DIMM.

In fact, one of the memory modules has this fault, and the other memory module has no problem, but neither of the two memory modules has any fault under the OEM bios.
There is no problem with the DIMM socket. I have done some tests with other memory modules.

You might also want to try clearing the MRC Cache area. Your first boot log said that it was trying stored timings, and those might not work with the 2nd DIMM.

I used Memtest86+ on the OEM BIOS for memory fault testing, and I found that this memory module does have three errors, did the Sandy Bridge Raminit of coreboot find these memory errors, so that the memory initialization failed?
But honestly the logs don't seem to exhibit this failure.

I found a memory module that did not have errors in the MEMTEST86+test, but when I used this memory module with another memory module that did not have faults, there was still a failure that only half of the memory modules could be initialized. The only scenario that can initialize all memory modules is to use two Kingston HyperX FURY.

Regarding the slots, it seems that all the slots are good. If only one memory module is inserted, no matter which slot the memory module is inserted into, coreboot can boot, except for the damaged memory module, only the damaged one The memory module cannot be initialized and booted. This seems to prove that the memory is damaged and the memory initialization cannot be completed. Coreboot uses a more stringent memory test than OEM BIOS?
